The sanctions are planned to be approved by the third anniversary of the Russian full-scale military invasion of Ukraine, which was supported by the regime of Aliaksandr Lukashenka.
As noted in the draft decisions available to Radio Liberty, the European Union proposes to ban the supply to Belarus and transit through its territory of goods and technologies that can contribute to the technological improvement of the defense and security sector of Belarus.
In particular, we are talking about products that Russia uses in the war against Ukraine, necessary for the development, production and maintenance of military systems, including chemical precursors for special equipment used by law enforcement agencies, as well as materials for the production of unmanned aerial vehicles. In addition, it is proposed to limit the supply of primary aluminum from Belarus, which is used to diversify income.
The ban applies to the transit through Belarus of goods that may contribute to the expansion of Belarusian industrial capacities and machine building.
There are no proposals for personal sanctions against representatives of the Belarusian authorities, commercial and state-owned companies in the draft decisions of the European Union.
The European Union has also proposed sanctions against Russian media, including the state-owned TASS News Agency, banks, merchant vessels, a number of Russian enterprises, as well as companies from Uzbekistan, Kazakhstan, Kyrgyzstan, India, Iran, China, Turkey and other countries for supplying dual-use products to Russia.
